Library Regulations

1. Purpose

The Library of Frederick University has as its main objective the enhancement and support of the teaching, research, and academic work of the University, by providing access to high-quality and reliable material, thereby contributing to the development and advancement of the academic community.

The main objectives of the Library include:

  1. To support the teaching and research work of the University. The Library provides academics and researchers with resources that enhance teaching and research activities, contributing to the continuous improvement of educational programs and the facilitation of the research process.
  2. To support the academic and administrative staff, students, and researchers through access to scientific and academic material. The Library aims to offer its users a comprehensive and continuously updated catalogue of resources, covering a wide range of scientific fields.
  3. To support the wider scientific community and society, according to the available resources. In addition to the direct users of the University, the Library seeks to contribute to scientific progress and the social dissemination of knowledge.

2. Infrastructure and Services Provided

The Library of Frederick University offers high-quality facilities and services to its users, responding to the modern demands of the academic and research community. The main infrastructures and services include the following:

  1. Specialized staff and continuous training: The Library is staffed with qualified personnel responsible for assisting and guiding users, while also participating in continuous education and training to ensure the adequacy and up-to-date quality of the services offered.
  2. Extensive collections: The Library holds extensive collections that include printed, digital, and audio-visual material, as well as electronic databases. The collection is continuously enriched and updated to meet users’ needs and to keep pace with developments in the academic and research community.
  3. Modern facilities and equipment: The Library provides users with modern equipment, such as reading rooms, study areas, computers, printers, and other amenities that support study and research under excellent conditions. The equipment is regularly upgraded and maintained to meet the needs of teaching and research staff as well as students.
  4. Internet access and interconnection with other libraries: The Library provides internet access through computers and wireless networks, allowing users to take advantage of online resources, communicate with other libraries, and access international databases, thus enhancing the quality of research and teaching. There are also specially designed areas for users to work with their personal computers.

Through the implementation of these provisions, the Frederick University Library aims to create a supportive and innovative environment that meets the needs of the academic community and promotes continuous academic advancement.

1. Categories of Users

The Frederick University Library grants access and usage rights to its services according to the user category. Users are classified into the following categories:

A. Internal Users (Free Access)

Access to the Library’s services and resources is provided free of charge to the following categories of internal users of Frederick University, provided that they present their university identification card (or another official identification document) when using the Library’s facilities and services:

  1. Students: All registered students of Frederick University are entitled to free access to the Library’s resources and services, as well as full support in locating and using educational and research materials.
  2. Researchers: Researchers who are members of, or employed by, Frederick University or the Frederick Research Center  in research projects have full access to the Library and to specialized research and information support services.
  3. Academic Staff: The academic and research teaching staff of Frederick University have full access to the Library’s resources in order to support teaching, research proposal writing, research project implementation, and personal scientific and professional development.
  4. Administrative Staff: Members of the administrative staff of Frederick University are entitled to full access to the Library’s services.

B. External Users (Free Access)

Frederick University Library provides free access to external users, provided they comply with the terms and conditions set by the Library (presentation of an official identification document, such as an ID card or other valid proof of identity, is required). External users are classified into the following categories:

  1. Frederick University Alumni: Graduates of Frederick University are entitled to free use of the Library’s services and resources for one year from the date of their graduation. This access is granted to strengthen the bond between alumni and the University and to support their continuing education and professional development.
  2. Collaborators in Research Projects: Researchers and academic staff collaborating with Frederick University or the Frederick Research Center in various research projects are entitled to free access to the Library’s materials for the purposes of their research, facilitating the implementation of their research activities and collaborative projects.
  3. Organizations with Library Use Agreements: Organizations and institutions that have entered into official collaboration agreements with Frederick University and the Library are granted access to the Library’s resources and services, in accordance with the terms of the signed agreement.
  4. Members of the Cyprus Libraries Consortium (CLLC): Internal members of the libraries participating in the CLLC are entitled to borrow books and access other library services and resources (for use within the Library).

To obtain an external user card, the applicant must pay an annual membership fee of €12. Additionally, a €3 charge applies for the issuance of the card. In case of loss, the card can be reissued for a replacement fee of €10.

C. External Users (With Annual Subscription)

  1. Other Interested Parties with Annual Subscription: All external users who do not belong to the above categories but wish to access the Library’s services may register by paying an annual subscription fee of €25. Registration provides the ability to use the Library’s facilities and to have access in resources available to the public, both electronic and printed. Applicants must submit a membership registration form. Once the application is approved by the responsible Library staff member, the applicable fees must be paid  as well as the annual subscription, the interested parties receive the card, which is necessary for their access to the Library.

Note: All external users are required to present the necessary identification either at the time of registration or when using the Library’s services, in order to ensure the smooth operation and monitoring of the Library’s resources.

To obtain the external user card, the interested party pays an annual subscription of €25. In addition, a fee of €5 applies for the card issuance. In case of loss, reissuing the card is charged €10.

D. Visitors (Free Access for Reference Only)

  1. Access to books without borrowing privileges: Library visitors may access books only for study and reference within the Library premises. Borrowing of books is not allowed.

Note: All visitors are required to present the necessary identification either at the time of registration or when using the Library’s services, in order to ensure the smooth operation and monitoring of the Library’s resources.

2. Operating Hours

  1. The Library operates throughout the year according to the posted schedule. Operating hours are available on the University’s website as well as within the Library premises for the information of users and visitors.
  2. The Library remains closed on official University holidays, according to the academic calendar posted on the University’s official website.
  3. Entry to and presence within the Library premises outside of operating hours is strictly prohibited without the relevant permission from the responsible Library staff. Any exception requires prior approval.

3. Use of Library Materials and Equipment

  1. Users are fully responsible for the use of the Library’s materials and equipment. In the event of any problems during the use of equipment, users are required to immediately inform the responsible Librarian.
  2. Users can locate the materials they are interested in with the help of the catalog (OPAC) installed on the Library’s computers.
  3. Users have access to electronic databases through the Library’s computers or their personal computers connected to the University network.
  4. After use, books must be placed in the designated areas so that they can be reshelved by the Library staff.
  4. Code of Conduct
  1. Library users are required to comply with the applicable regulations and follow the instructions of the responsible staff.
  2. The transportation of items that, in the judgment of the Library staff, may cause damage to Library property or facilitate the removal of materials is strictly prohibited.
  3. The responsible staff member reserves the right to inspect the items that users carry upon departure, including their personal belongings, if deemed necessary.
  4. Smoking, as well as the consumption of food or beverages, is not allowed within the Library premises, in order to ensure cleanliness and the protection of materials.
  5. The use of mobile phones, stereos, and other electronic devices that may cause disturbance is prohibited. All devices must be set to silent mode before entering the Library.
  6. Users must show respect towards the staff and other visitors, and comply with the rules of common courtesy to ensure the smooth operation of the Library.
  7. Provision of services, such as use of photocopiers and access to electronic databases, ends 15 minutes before the closing time.
  8. Any unusual activity, noise, technical issue, or suspicious behaviour must be reported immediately to the responsible Library staff so that the necessary measures can be taken.

5. Violations of Rules and Other Offenses

In cases where students violate the Code of Conduct or commit other serious offenses within the Library, the responsible staff member reserves the right to:

  1. Impose a suspension of the right to use the Library for a period of up to three (3) months.
  2. Refer the case to the University’s Student Welfare Service for further review.

In cases where the offenders are external users, the responsible staff member reserves the right to:
  1. Impose a suspension of the right to use the Library for a period of up to three (3) months.
  2. Report the incident to the Library Committee, which may impose additional or alternative sanctions, such as:
    1. Monetary compensation, not exceeding the amount of 200 Euros.
    2. Exclusion from the Library for a longer period.
    3. Referral to the Police Authorities, if deemed necessary.

6. Lending of Material

  1. Borrowing rights are granted only if the user has no outstanding obligations or pending fines with the Library.
  2. Users are responsible for the proper care of the material they borrow. In case of loss or damage, replacement of the item or financial compensation is required.
  3. The following categories of material may not be borrowed:
    1. Manuscripts, rare or valuable editions, reference works
    2. Recent issues of journals
    3. Maps
    4. Textbooks
    5. Newspapers
    6. Encyclopaedias
  4. Borrowed material may be taken outside the Library only after the completion of the official borrowing procedure.

  6. Restricted Loan 

The restricted loan refers to a loan category accompanied by particularly strict conditions, mainly regarding the loan duration and the use of the item. It applies to material that:

  1. Is in high demand (e.g., core course textbooks),
  2.  Exists in a limited number of copies,
  3. Consists of books recommended by the Departments for specific courses or examinations

Examples of Limited Loan:

  1. Loan for a few hours, usually within the same day (e.g., morning, midday, afternoon).
  2. Loan only within the library premises (reading room). \
  3. Loan for one night only (e.g., from the afternoon until the following morning).
  4. Prohibition of renewal or reservation of the item.

The purpose of limited loan is to ensure that as many users as possible have access to the specific material, especially during periods of high demand, such as exam periods.

7.Late Return & Fines

The timely return of borrowed items is a fundamental obligation of users and a prerequisite for the smooth operation of the Library. In case of late return, the following penalties apply:

  1. Regular Loan: €0.40 per day for the first 2 weeks of delay, €0.70 per day after 2 weeks. The total fine cannot exceed €20 per item. Weekends and holidays are not counted in the fines.
  2. Limited / High-Demand Loan: For items borrowed with a limited usage period (e.g., daily or overnight loan), a fine of €0.40 per hour of delay is imposed.
  3. Users with debts exceeding €20.00 or with overdue books are not allowed to borrow additional materials.

8.Reservations & Renewal of Loans

  1. Users can reserve books through a special form/process and are notified when the items become available.
  2. Renewal is allowed as long as there is no reservation by another user.
  1. User is responsible for compensation in case of loss or damage to library materials or equipment.
  2. In the event of serious damage, the responsible staff member may impose additional penalties, up to recommending full exclusion to the Library Committee.
  3. Users who do not settle their financial obligations may be deprived of the right to use the library.
  4. Users may appeal decisions to the Library Committee, whose decision is ratified by the Senate.
  5. The responsible staff member may refer offenders to the appropriate disciplinary authorities if the user is a student, or to the police if the user is an external visitor.
  6. Staff members who resign or retire must settle their debts to the library. The University reserves the right to deduct any outstanding amounts from their final payment.
  7. Students who graduate must settle their debts to the library before the issuance of their degree; otherwise, the degree cannot be collected.
  8. The confidentiality of library users’ information is ensured, in accordance with internal regulations and personal data protection procedures.
  9. The responsible staff member may allow deviations from the rules in exceptional circumstances, provided that the interests of the library or the fundamental principles of the University are not compromised. In such cases, the deviation must be reported to the head of the relevant department and, if deemed necessary, to the Library Committee.

As part of providing comprehensive information and service support, the University Library offers a printing service, which is accessible to all members of the university community. The use of printing equipment is governed by a specific price list.

The above prices are subject to revision by decision of the University in the event of changes in the cost of consumables or a change in policy.

Payment for photocopies is made through a prepaid balance in each user’s personal printing account. The balance is credited by Library staff.

The acceptance or rejection of donations of books, archives, and other library materials is carried out by decision of the Head of the Library and with the approval of the University Council.
